How to Center Multilingual Learners in California UPK Plans synthesizes key ideas from evidence reviews, frameworks, and guidance that the California Department of Education (CDE) and others have shared related to young Multilingual Learners (MLs), and applies those ideas to the CDE UPK Planning Template. It articulates a vision for how districts can center MLs throughout UPK plans in ways that promote PK-3 coherence and that can be easily integrated into existing local UPK plan drafts, and also includes prompts for district leaders to consider as they implement that vision over time based on their unique local needs and contexts.
